Abraham Kofi Asante is currently the Acting Administrator /CEO of the Ghana Investment Fund for Electronic Communications. He is the immediate past Administrator and lecturer of the Graduate school of the Ghana Telecommunications University College, Ghana’s leading Telecommunications University responsible for developing transformation leaders in the IT industry in the West African Sub region.

He was also responsible for providing direction in the development and implementation of new programs and administrative systems. Additionally he coordinated the activities between the Graduate School and its affiliated Institutions and other partners.

Kofi Asante’s specialization is in business management and implementation of telecommunication projects, universal access, Process Improvement, Project Management, Cost Reduction, International Operations, Customer Relations Management, Financial/Budget Forecasting, and Strategic & Operational Planning.

Kofi Asante was a District Chief Executive of Wasa Amenfi District Assembly for four (4) years, a Member of Parliament for Amenfi West for two terms, Spokesperson/ranking member for energy and Mines, and an active member of the Environment, Science and Technology, Youth and Sports and Gender and Children Committees of Parliament. He served as one of Ghana’s pioneer members of the ECOWAS parliament and Vice Chairman of Budget Control and Accounts Committee.

He has held the positions of Administrator/Chief Executive Officer of the Ghana Investment Fund for Electronic Communications (GIFEC), where he pioneered the establishment of GIFEC, an investment arm of universal access to telecommunication to reach its full-fledged status.

He worked closely with key telecommunication players to achieve the objective of providing universal access to unserved and underserved communities in Ghana. His key achievements include his involvement in the preparation and chaperoning of the Electronic Communications bill into law, setting up the framework to ensure efficiency and effective usage of GIFTEL’s funds for the provision of Common Telecommunication facilities in rural communities nationwide.

Additionally, he served effectively as a board member of the Volta River Authority(VRA) from 2004-2009 where he was responsible for helping the board in developing events / programs to improve the overall performance of the authority.

He graduated from the Faculty of Physical Sciences of the University of Science and Technology with a BSc. Honors degree in Chemistry in 1985. He holds an MBA in Business Administration from the University of Ghana, and a MSc. Telecom Management from the Ghana Telecom University College. Additionally, he possesses certificates from Goulet Telecom Canada in Management of Regulatory Affairs 2006, Merijja Technologies, Canada, Project Planning and Management Professional Course (PMP) and a Certificate in Energy studies from Beckley University.



Mr. Austin K. Baffo is an Information Technology Professional with over 16 years of Technical, Planning and Managerial experience in ICT Systems and Organizations, spanning different industries – Information Technology, Manufacturing, Banking and Finance, Healthcare, Oil and Gas, Government and Education.

Prior to his appointment at GIFEC, he worked as a Senior IT Consultant at Schlumberger – a leading global Oil and Gas Company, where he led efforts to improve performance of the company’s Global Database and ERP systems.

Mr. Baffo has served in various capacities as Chief Information Officer (CIO), ERP Technical Director, IT Manager, and Project Director at fortune 100 companies including General Electric, General Dynamics, Euramax International, Georgia State Government (USA) and Sprint Telecom Corporation.

He has hands on experience in creating innovative solutions to problems by leveraging People, Technology and Tools and establishing Strategies and Processes to reduce redundant efforts and expenditures. Furthermore, he possesses the ability to provide leadership in management of network architecture, security governance, planning and monitoring of enterprise-wide projects and people management.

Holds a Master’s Degree in Information Systems Management from Keller Graduate School of Management, USA and extensive Executive and Technical training including Database and ERP System Administration, Enterprise Architecture Administration, PMP- Project Management Institute, ITIL – Service Management, E-Government, E-Learning Management Systems, and IT Governance.



Alhaji Yahaya Zakaria Osman is currently the Director of Operations at Ghana Investment Fund for Electronic Communications (GIFEC) and is responsible for designing, implementing and managing solutions to achieve Universal Access Policies of the Fund. Prior to joining GIFEC in December 2010, he had worked with MTN Ghana where he was responsible for Managing a number of portfolios such as Data Network Services, Roaming and Business Solutions.

Before joining MTN Ghana, he had previously worked with Ghana Telecom and Vodafone Ghana as a Network Security Architect where he designed and implemented various solutions in both the Telecom and IT spaces.

He has extensive experience in Telecoms and ICT and was a member of the Working Group for the development of Ghana Government Enterprise Architecture and e-Government Interoperability Framework for MDAs. Currently, he is a member of the Association of Project Managers Group (APMG), UK , Internet Society (ISOC), Ghana Chapter, Alliance for Affordable Internet and a National Steering Committee Member, Ghana Health Service / Grameen Foundation Mobile Technology for Community Health Project.

Mr. Yahaya holds Mini MBA in Telecommunications Management Neotelis, Canada, Msc. Industrial Mathematics from KNUST, Bsc in Mathematics & Computer Science from University of Ghana and is a seasoned project manager with expertise in PMI and Prince 2.



Mr. Michael Agyei Takyi is a Certified Project Management Professional currently working with the Ghana Investment Fund for Electronic Communications (GIFEC) as the Principal Technical Manager.

Mr. Takyi holds a Master of Science in Telematics (ICT) from the University of Havana CUJAE, Cuba and a Bachelor of Engineering in Telecommunication and Electronics, from the University of Pinar del Rio, Cuba.

From the year 2006 to date, he has been the Manager responsible for programmes under the Universal Access Fund with special emphasis on the Community Information Centers, School Connectivity Project, Library Connectivity Project, Common Telecoms Facility (Mast), Post Office Connectivity and Security ICT support Project.

Mr. Takyi has received extensive training abroad including New Generation Networks – USTTI, Management of Universal Access Fund Temic Canada, and LTE development – India.

He also has notable scientific research and publications to his credit;

  • Protocol JINI published by scientific magazine “Telematica”. – Cuba
  • Investigation and design of software for Computer Network Management using SNMP protocol- University of Cuba
  • Network Management quality of Service Management, Service level Agreement and Network Management Based on Policies – University of Havana(CUJAE)- Cuba

Alhaji Faisal Issahaku Gbanjili


Alhaji Faisal Issahaku Gbanjili is a seasoned management professional with distinctive experience in both the public and private sectors of Ghana, having previously worked at the National Health Insurance Authority and City Entrepreneurs Company Limited.

Currently, he is the acting Director of the Sustainability and Partnerships Directorate which consists of two critical departments namely Research, Monitoring and Evaluation and Sustainability and Partnerships departments.

Together with his team, he leads key research activities that monitor the changing dynamics and trends in ICT access and identify emerging technological solutions for digital connectivity. Furthermore, he develops measurement and evaluation frameworks towards effective appraisal of interventions for project success and sustainability. Additionally, he drives partnership and visibility



Mr. Victor Asante is a Development Professional with specialization in Monitoring and Evaluation and Research. Currently, he heads the Research Monitoring and Evaluation Department of GIFEC, where he successfully coordinated the first nationwide Household Digital Divide Survey in 2012.

He has also been involved in other developmental activities. His recent work is coordinating the advocacy for the implementation of the Voluntary Principles on Security and Human Rights (VPS) in the extractive sector in Ghana. He is a key member of the inter-ministerial steering committee established to develop the Ghana Country Action Plan for the VPS implementation in Ghana.

His key strengths are designing Results-Based monitoring and evaluation frameworks using logical frameworks and other evaluation models.

Mr. Asante holds a Master of Arts degree in Development Studies from the Institute of Statistical, Social and Economic Research (ISSER), University of Ghana in 2008. He also holds a post-graduate certificate in Monitoring and Evaluation from the Ghana Institute of Management and Public Administration (GIMPA) in 2012.

Additionally, he has a Bachelor of Arts degree with a major in Political Science from the same University and a Diploma in Communication Studies from the Ghana Institute of Journalism.

Victor, has participated in several capacity building courses and conferences both locally and abroad. Some of the notable ones are Regulatory Impact Analysis using Cost-Benefit Techniques, USA, Qualitative Data Analysis, and Brazil, Outcome Mapping for Programme and Project Planning and Monitoring, Ghana, and Environmental Impact Assessment course for consultants among many others. He was nominated for the Young Scholar award programme for ICT researchers by the Yuan Ze University in August 2015.

He is a member of the Ghana Monitoring and Evaluation Forum (GMEF), and the Rotary Club, Accra-Labone branch.



Abena Nyamesem is a Development Consultant with specialization developing sustainability models, compliance, Process Improvement, Project Management, Cost Reduction, Customer Relations Management and Strategic & Operational Planning. She is presently the Lead in the Sustainability and Partnership Department of GIFEC. She is responsible for developing appropriate and innovative models that ensures compliance, value and sustainability of projects of the organisation to serve the needs of now and future generation. Her role also includes establishing profitable industry partnership and corporate arrangements for projects with a focus on maximizing impact in beneficiary communities.

Abena has worked as an Enterprise Specialist on the Groundswell Project, a Bottom of the Pyramid (BOP) Project under the auspices of SC Johnson Company, Cornell University and Bills and Melinda Gates Foundation. With experience from several leading banks in Ghana, she has worked with several top-notch consulting firms in the area of development planning, research as well as project development and management. She holds a Certificate in Consulting Practice from the Ghana Institute of Consulting.

Miss Nyamesem graduated from the Faculty of Social Sciences of the University of Ghana with a BA. Honors degree in Sociology in 2006. She holds a Master’s in Business Administration (Project Management) from the GIMPA Business School (2010) and Master of Arts (MA) in Development Studies from the Institute of Statistical Social and Economic Research (ISSER), University of Ghana (2015).  Additionally, she possesses certificate in Strategies for Venture and Market Creation from the Centre for Sustainable Global Enterprise of the Cornell University, USA.


Mr. Henry Agyeman Boateng is a professional chartered accountant currently working with the Ghana Investment Fund for Electronic Communications (GIFEC) as the Ag. Director Finance and Administration tasked with the responsibility of keeping proper books of account. Mr. Boateng holds Bachelor of Commerce Degree from the University of Cape Coast and Executive Masters in Business Administration Degree in Finance from the University of Ghana, Legon. He is a Chartered Manager and member of the Chartered Management Institute, UK. He is also a member of Institute of Chartered Accountants, Ghana (ICA), Fellow of the Association of Chartered Certified Accountants (FCCA) and member of Institute of Directors (MID). Mr. Boateng is a council member of Institute of Directors of Ghana of which he is the chairman of the Finance and Administration subcommittee and a member of ACCA Ghana Panel Network. Prior to joining GIFEC in January 2006, Mr. Boateng was the Municipal Senior Accountant at the Sunyani Municipal Assembly for the period 2000 to 2005 having been posted from the Sunyani Regional Treasury as an Accountant. Mr. Boateng has received extensive training both locally and abroad. Notably among them are the following;

Mr. Philip Prempeh is the Principal Administrative Manager and Head of the Administration Department of the Ghana Investment Fund for Electronic Communications, (GIFEC).

Mr. Prempeh holds Executive Masters in Business Administration Degree in Strategic Management from the Paris Graduate School of Management and Diploma in Public Relations from the Ghana Institute of Journalism (GIJ). He also holds Post Graduate Certificates in Public Administration, and NGO Management from Ghana Institute of Management and Public Administration (GIMPA). He was also an accredited member of the Institute of the Public Relations Ghana (IPR).

Mr. Stephen Kofi Adjei is a highly accomplished and seasoned Finance Professional with over 16 years’ experience in financial and management accounting, including over 10 years in the corporate financial service industry with specialty in financial reporting, financial research, corporate finance, financial analysis, risk analysis, project and asset management, investment analysis, portfolio management, investment performance and risk modeling.

He holds a Master’s Degree in Finance and Economics from the Assumption College in the (USA), and a Bachelor’s Degree in Economics and Statistics from the Instituto De Economia (Cuba)

Prior to his employment at GIFEC, he worked as a Senior Investment Accountant/Analyst at the BNY Mellon Corporation in the USA.

Mr. Emmanuel Adjei- Ampofo is the Senior Administrative Manager at GIFEC. He is a Chartered Member of the Institute of Procurement and Supply of United Kingdom (MCIPS). He Holds a Master’s degree (MSc) in Procurement and Logistics from the University of Salford, United Kingdom, Diploma in International Trade from Worldwide Trade Institute United Kingdom.

EXPERIENCE: Has over 15 years’ experience in the Supply Chain Profession, both locally and abroad. Has attended several training courses in Procurement and Logistics, including Public Service Procurement, World Bank Procurement for Goods, Works and Consultant Services both home and Abroad.



Ms. Philipine Mawuenyegah is the Principal Internal Auditor and the head of the Internal Audit department of GIFEC.

As Principal Internal Auditor she assists the Board and Management to evaluate and improve the effectiveness of internal controls, risk management and governance process through independent audits.

Ms. Mawuenyegah is a chartered accountant by profession.

She holds an MBA (Accounting) Degree from the University of Ghana Business School in 1997. She had earlier obtained a Bsc. Administration (Accounting) Degree, also from the University of Ghana Business School.

She has several years of experience having previously worked for about thirteen years with the Ghana Customs, Excise and Preventive Service (CEPS). At CEPS she served in various capacities in both the internal audit and accounts departments where she excelled and distinguished herself, rising to the rank of Senior Collector.

She has also participated in several seminars and workshops on Internal Audit and Internal Controls, risk management, Internal Audit and Corporate Governance, and public financial management among others.
